Introduction
The Perley and Rideau Veterans’ Health Centre (Perley Rideau) is a not for profit Long Term Care Health Facility located in Ottawa, Ontario. It is one of the largest Long Term Care Health Facilities in Ontario. There are 250 Veteran residents and 200 community residents, 700 staff and 400 hundred volunteers. The Ontario Ministry of Health and Long Term Care provides 50% of the $39 million budget with Veterans Affairs Canada providing 30% and residents 20%.
The Perley Rideau is governed by a volunteer Board of Directors varying in number from 9 to 18 directors. Directors have the opportunity to help shape the future of one of the best Long Term Care Facilities in the province. The Board of Directors has six standing committees: Executive Committee; Strategic Planning Committee; Audit and Risk Management Committee; Quality of Life and Safety Committee; Governance Committee; and the Stakeholders Liaison Committee each of which contribute to the success of the Perley Rideau. The Board has a good cross section of members, male and female, retired and working, people with government, military and business experience. Directors are expected to attend monthly Board meetings and one committee bi-monthly and one or two Saturday morning workshops during each year. In addition, there is an excellent orientation program for new Directors.
Like all those associated with the Perley Rideau each Director is expected to be committed to the fundamental principle which governs the Perley Rideau and that is:
“The Perley Rideau Veterans’ Health Centre is primarily
the home of its residents and is to be operated so that it
is a place where they may live with dignity and security,
safety and comfort, and have their physical, psychological,
social, and spiritual needs adequately met.”
In 2008 the Board of Directors embarked upon an exercise to review and strengthen the Governance practices and documentation of the Board at the Perley Rideau. It adopted the attached Governance Framework and what follows in the Tabs of this document are explanations in respect of the individual portions of the Framework and the existing supporting documentation. It is intended that Directors will use this information to guide their contributions and decision making while at the Perley Rideau.
